Fulton Parks & Recreation Master Plan
The Fulton County Park and Recreation Board was established in December of 2000. Nearly a year later, the board contracted the Eppley Institute to complete a master plan for the management of Fulton County parks in order to meet eligibility guidelines for state and federal grants administered by the Indiana Department of Natural Resources.
The Eppley Institute team conducted over 50 interviews with key stakeholders. The team then held four public workshops in various locations throughout the county in order to engage the public in this planning process for their newly established park and recreation agency.
The Eppley Institute team also helped the park and recreation board to develop a mission statement, vison statement, objectives, and policies that would guide the board in their decision-making and management of parks and recreation facilities.
The master plan included a step by step action plan that the board has been successful in following. Within three years from the plan’s adoption, the county park and recreation board has established a Fulton County Park Foundation, acquired three parcels of land through donations, and has obtained state and federal grant funds to create recreation amenities on those properties.
